Ao fazer a constatação conclusiva da afirmação do título que escolhi, tomei por meta escrever com o objetivo de apontar erros e sugerir caminhos alternativos viáveis de descobertas das variáveis econômicas inexploradas da economia nacional, particularmente na esfera pública com repercussão na economia privada.

Em primeira etapa, quero reconhecer a pujança da economia já desenvolvida, seus elos não estão conectados de maneira a produzir os efeitos desejados.

Em economia, quando o esforço para produzir excede à expectativa de lucro ponderável, se constata ser o objeto da produção econômica, desinteressante para fins de lucros, somente se justificando sua produção para fins sociais, mesmo assim, variáveis de minimização de esforços são sempre a tônica para minimizar prejuízos.

As agências de acompanhamento paraestatais como Sebrae ocupam espaço importantíssimo neste mister, no sentido de trazer o que de melhor existe no mundo desenvolvido a adaptar à realidade nacional.

Com o devido respeito ao Sebrae e outras entidades privadas e governamentais, quando me inseri no contexto de referida realidade comparativa, tive por objeto não somente trazer o que de melhor existe no meu setor de estudos, mas expandi-lo tornando-o melhor e mais eficiente do quadro que ora se apresenta, particularmente, na análise dos recursos orçamentários públicos federais, sua otimização, quebra de paradigmas sem sentido de existirem, otimização, descoberta de fontes viáveis de recursos que não onerassem ainda mais os encargos tributários, em síntese realizar a missão econômica em ótica diferenciada e viável.

O povo sofrido brasileiro, com encargos tributários além de outros povos merece outra perspectiva, do que a falácia coordenada de economistas com visão cartesiana sobre a economia pública.

O primeiro paradigma a ser quebrado é uma visão conceitualmente distorcida da concepção do estado na ordem econômica, que dita ordenamentos sapienciais que funcionam erroneamente como cláusulas pétreas que nada mais são que fórmulas para permitir sabichões que se aproveitem através de economia privada de vocação econômicas naturais da criação do estado.

A concepção de estado permite hoje entender que o estado não pode gerar recursos, é um ser de ficção idiota que somente capta recursos de fontes privadas, e, delas vindo ao bolo administra para o bem comum.

O Estado é deficitário exatamente por conta desta visão distorcida das atividades primeiras do Estado; Estado não é ente privado de sentidos, ele é a soma de todos os sentidos, e, neste sentir, tendo o particular o sentido do lucro na administração de recursos próprios, o que o estado deve, na soma destes sentires pessoais é ter a mesma vocação.

O que deve o Estado em primeiro lugar ter é visão crítica de que o lucro não pode substituir a função social de a todos indistintamente atingir quando visa o lucro como função coadjutora de seus fins.

O lucro não é função primeira das atividades de administração privada, mas resultado de correta observância da administração de valores funcionais em primeiro, para ao final de todas as etapas de produção, sob rígida observância de controle, através da venda bem-sucedida ser admitido o lucro.

Logo, o Estado, sendo a soma de todos os interesses, tendo como meta primeira a rígida observância de todas as etapas produtivas, com a fiscalização dos órgãos internos e externos de controle, para se ter lucro, e, de que forma admitir o lucro, ou seja, em que circunstâncias, e quais patamares previamente escalonados, o plano de metas de função de estado se realizará com mais eficácia e equilíbrio orçamentário.

Para se ter um exemplo de atividade produtiva inexplorada e que teve desfecho por observância legal, em prejuízo de melhor observância de outras possibilidades de exploração de metas e atividades de estado, são as fundações universitárias cumprindo atividades privadas.

Entendeu o Ministério Público, com justa razão para aquela circunstância e modelo de gestão, estar a criatura subvertendo o criador, ou seja, as universidades recebem recursos públicos para ter planos de se estabelecer também em projetos de iniciativa de execução com a iniciativa privada auferindo lucros, de modo que acabou por inércia por vezes proposital que a inciativa de dar seguimento à função de extensão, função fim, das universidades.

Ocorre que na prática as fundações se tornaram gigantes e lucrativas, em detrimento das universidades, e, os mesmos professores que tinham por missão guardar interesses coletivos, acabaram por ceder suas funções de conhecimento à iniciativa privada, para fazer frente aos minguados salários que não são os mesmos dos do ministério público.

Assim, perderam as fundações e perderam as universidades que, igualmente não conseguem estabelecer em seu plano de metas e função de extensão, a mesma expansão das fundações.

A hipocrisia está em acreditar que professores mal pagos, vão dar o mesmo emprenho que profissionais da iniciativa privada, quando estão ganhando e lucrando em projetos bem dirigidos no mercado aberto.

A questão é, como conceber novo modelo de gestão que aos profissionais públicos os mesmos rendimentos, ou compatíveis, com os profissionais da iniciativa privada.

Não há como competir, nem como se desenvolver neste modelo falido. O Que se pode é visualizá-lo de forma diversa, otimizando frentes de trabalhos públicos engordando os cofres do estado sem aumentar encargos tributários.

O Ministério Público como o Judiciário, assumindo funções preventivas de controle, tais como os órgãos de controle policial, fazendário e de controle de contas, terão funções de menores espaços em mídias, porque prenderão menos, mas de muito maior alcance e interesse social.

Em Portugal, foi formado imenso contingente de trabalhadores com grande conhecimento, portanto, o nível de formação extremante avançado, e, hoje, não encontram espaço no mercado de trabalho para a sua formação, e, o Brasil, Pátria educadora, caminha para o mesmo fim.

Não adianta nada investir em formação sem dar ocupação ajustada ao ensino, é investimento morto, não se aplica.

Não se ascende luz para somente uma pessoa, tem que iluminar o ambiente, logo o conhecimento é luz que atinge a todos, mas só tem utilidade se for corretamente aplicado.

Em verdade, à luz das funções orçamentárias do Estado, esta é só a ponta do iceberg da multiplicidade de tarefas públicas que não são aproveitadas economicamente pelo Estado, tornando o Estado peso morto, aplicando economia cartesiana e deficitária.

Chega de economistas sem visão mais ampla, que não enxergam a diversidade de funções com potencial de trazer reequilíbrio ao orçamento e credibilidade ao estado brasileiro.

Precisamos de revisão de valores, por revisão de conceitos, que não fazem mais sentidos, porque foram aprendidos nos bancos escolares e assim que tem que ser, o Estado não suporta mais esta empáfia, e, por conseguinte nem o povo brasileiro, economistas de outrora rendam-se ao novo, aos bons costumes e revisão de conceitos e funções sem desnaturar os fins do Estado.

O que se propõe é que no meio, nas funções intermediárias do Estado, haja rearranjo das atividades de modo que os atributos públicos privados possam assumir funções antes de delimitação pública, mas com fiscalização não prévia, mas antecedente, preventiva, de modo a diminuir o espectro de corrupção, mas aumentando o quadro de atividades produtivas do Estado.

Ao fim do dia, teremos como conceito, que poderemos ter o Estado como parte integrante de diversas funções lucrativas, que, em larga escala permitirão, inclusive, diminuição dos encargos tributários, todos lucram, povo e governo.

Devo confessar que já por diversas vezes ofereci ao governo oportunidade de demonstrar na íntegra como fazer o redimensionamento das funções econômicas, atingindo equilíbrio orçamentário e lucro, e, nunca tive aceitação por ter sido argumentado pela Presidência da República, falta de tempo, por necessidade de cumprir outros compromissos, só não entendo, pelo que vejo dos compromissos expostos em mídias e quais são relevantes, porque equilibrar o orçamento não é prioritário.

Cheguei a oferecer audiência por Skype por 15 minutos, só para gerar interesse, e nada, demonstração em quadro com presença de fiscais de interesse mútuo, e, gravado pela imprensa e foi recusado, logo entendo que o interesse não é o de resolver o problema.

Por fim, o modelo para deixar de ser cartesiano, precisa abrir oportunidade para permitir que o modelo que integra o plano de fundo, ou a terceira dimensão que contém em verdade a totalidade do volume do qual estudei e estou pronto para apresentar em sua integralidade às pessoas livres, de bons costumes, que respeitem a origem e tenham interesses e condições de implementar o modelo econômico público que integra as exigências das  atividades modernas e futuras, se adequando aos anseios sociais dos quais me sinto no interesse de fazer parte não só da apresentação, como da discussão e implementação, para o progresso da ciência e do Estado.
